The right format depends on what learners must do and the conditions in which they learn.

Match format to the task
Knowledge may be introduced online, while physical, interpersonal or safety-critical tasks can require supervised practice and feedback. Ask the provider to explain the method for the stated outcome.
Check access and participation
Consider devices, bandwidth, quiet space, shift patterns, travel and accessibility. Confirm group size, interaction and what happens when a learner misses part of the course.
Compare complete cost
Include fees, travel, rooms, equipment, licences, paid time, manager support and resits. Record how long learners can access materials and support.
